Title:

Error 0, TCB(10)=-13, on PROGRESSION/4 Windows when attempting to OPEN a file

Description:

This error will occur when a multi-user product comes up in single-user mode, and two or more workstations attempt to access the same file. 

This occurred when the PROGRESSION/4 1066 port ( prior to rev 2.4) was running under Windows 95 and NetDDE was not running.

Resolution:

Run the NETDDE.EXE program before attempting to run BBx. Windows for Workgroups used to run this program automatically, but not Windows 95. It is recommended that you put it in the startup group. 

Note: The reliance on NetDDE was removed from PROGRESSION/4 rev 2.4 and higher and PRO/5 rev 1.01 and higher. Therefore, the above paragraph does not apply to current revs.
