Description:

The following error can occur when an attempt is made to open a file via the PRO/5 Data Server on Windows when the directory containing the file does not grant access to the Administrators group: 

!ERROR=18 (Illegal operation or permission denied (tcb(10)=-5)) 

Opening the file via VPRO/5 (without the data server) works.

Resolution:

1. Grant the Administrators group access to the directory 
2. Under Services, configure the PRO/5 Data Server service to run as a user that does have access to the directory.
