Description:

You must have both READ & WRITE permissions on shared drives to OPEN a resource file from them. If not, you’ll get the error: 

RESOPEN(“filename”)
!ERROR=18 ([<filename>]) User not allowed: <filename>

Resolution:

Ensure that you have both READ and WRITE permissions the shared drive.
