Description:

Under all versions of Windows, turning on the Data Server access bit (Byte 4, bit $20$) will cause your computer to attempt to connect to the network via TCP/IP. This can sometimes lead to unexpected behavior. 

Turning on the bit will cause whatever client or capability that is bound to TCP/IP to be loaded, forcing the connect. As an example, if the computer achieves access via CompuServe (most notably when using their winsock.dll), turning on the access bit will force your computer to dial up CompuServe. Or if you’ve defined your access via the dial-up adapter, your computer will bring up the dial up window when attempting to access the Data Server. Turning on this bit without a TCP/IP connection will cause long wait times while Windows attempts to load the TCP/IP stack.

Resolution:

Ensure that the default protocol is the instance of TCP/IP that is bound to the Network Interface Card, rather than the dial-up adapter.
