Order the config.bbx file will be searched in BBj

Description:

The config.bbx file will be searched in the following order when starting BBj: 

1. Command Line option -c . The -c option when passed has priority over all other paths. 

2. BBCONFIG environmental variable 

3. Current Working Directory (when starting BBj) 

4. ../cfg directory. This is only a valid path when you are starting BBj using the default install directory structure.
